What seems more likely in the near term is that home health subsidies and staff will become increasingly scarce, given current federal immigration and entitlement policies. Those who can afford a CCRC (which can provide salary and benefits more reliably than many community-based home care providers) will experience a more stable level of supportive care than will be available with in-home care. Affordability of supportive care for seniors will become an increasing issue.

The traditional Life Plan Community model assumes that older adults will eventually move to a campus where housing, services, and increasingly intensive care are available in one place. But what happens if publicly supported home care becomes widely available—and more people can obtain substantial assistance without leaving their homes?

Larry Carlson argues that this possibility could alter the competitive landscape and force CCRCs to reconsider what their “continuum” truly offers. Meeting this and other disruptive changes will require more than a revised business plan. Communities will need informed, engaged residents, trusted leadership, and the resilience to adapt together when familiar assumptions no longer hold.
