Although some say that CCRCs are more tightly regulated than the Nuclear Industry, this is actually not the case when it comes ot Independent Living in LifeCare communities. There are wide differences from state to state. My colleague Maura Conry is studying changes in how various states are moving to protect residents' interests in this growing sector.
This topic is controversial because regulation imposes compliance requirements that add administrative costs—costs ultimately borne by residents. At the same time, make-overs, take-overs, and bankruptcies put residents at risk.
