This is a pretty common clause. Most good CCRCs do a great job building advanced care facilities that accurately anticipate future need. But they can't always get it right all the time. My mother frequently needed rehab in the S(SNF) killed Nursing of her excellent CCRC after short hospital stays. One of those times, the regretfully sent her to a nearby facility. The care was fine, but the facility itself was not what she was used to. Thankfully, her stay was short. She was moved "home: to her own SNF, which at the time was the top-rated in her state.

I live in a CCRC where leadership says that the contract provides a contingency plan in the event that nursing, cognitive and assisted living are fully occupied when you need it, you are sent out to another facility.
