FLiCRA CALL TO ACTION FOR COMMUNICATION TO
DESIGNATED SENATE AND HOUSE COMMITTEE MEMBERS

The Florida Life Care Residents Association is sharing updated information with residents and interested parties related to the Office of Insurance Regulation’s proposal for continuing care retirement community reforms.
FLiCRA has been informed that the Office of Insurance Regulation (OIR) has met with a number of LeadingAge Southeast members in the last few weeks, and it will be presenting a revised bill in the next day or so that addresses some of the concerns of some LeadingAge Southeast members.
It was announced today that the Senate Banking and Insurance Committee will hear Senate Bill 1656 (the OIR bill) on Monday, March 17th at 1:30 p.m. in Tallahassee.
Based on what FLiCRA knows as of March 12, 2025, the House Insurance and Banking Subcommittee will hear House Bill 1429 on either March 19th or March 20th.
FLiCRA’s position has been clear that it supports specific concepts in the OIR legislation that it believes protects resident rights and financial investments. We encourage residents to send emails to that effect by the end of day March 14, 2025.

I am writing to you today as a resident of _______________________, a continuing care retirement community (CCRC) in ___________________________, Florida.
I ask for your support on House Bill 1429 which includes proposed changes to Florida Statute 651, the continuing care statute when it is heard by the House Insurance and Banking Subcommittee.
The legislation proposed by the Office of Insurance Regulation includes several proposals intended to protect resident rights and financial interests.
It is unfortunate that some owner/operators that oversee several CCRCs in Florida have mobilized their own residents to write to members of the Legislature to “kill the bill”. In some respect, its unethical for owner/operators to have their own residents engage in lobbying efforts to kill legislation which is intended to protect resident interests.
As a resident, I believe the Florida Legislature should hear the bill and make an informed decision given OIR’s desire to seek additional tools to protect the 30,000 plus senior citizens that live in continuing care retirement communities.
