We would not expect a provider to admit that complying with the best practices advocated by a certification organization was the problem, would we? Transparency and accountability are essential good business practices for CCRCs.
Another common reason for dropping the certification process is, "We no longer need it. Our reputation is established and we have a long waiting list." In other words, prospective residents trust us without it. It's important to trust but verify. News of surprise mergers, acquisitions, and bankruptcies that leave residents worse off is a sobering reminder.
